东周欲为稻,西周不下水,东周患之。苏子谓东周君曰:“臣请使西周下水,可乎?”乃往见西周之君曰:“君之谋过矣!今不下水,所以富东周也。今其民皆种麦,无他种矣。君若欲害之,不若一为下水,以病其所种。下水,东周必复种稻;种稻而复夺之。若是,则东周之民可令一仰西周而受命于君矣。”西周君曰:“善。”遂下水。苏子亦得两国之金也。
